On 21 May the BBC Trust announced the beginning of its Public Value Test (PVT) of the proposed high definition television (HDTV) service. Ofcom today published the Terms of Reference for its Market Impact Assessment of this service which will feed into the Trust's PVT.
Ofcom is now seeking input from stakeholders that will inform its assessment of how the proposed service is likely to impact on relevant commercial products and services. A questionnaire is available at the link below.
Ofcom today also published the methodology that it will employ in carrying out all of its Market Impact Assessments. This methodology has been agreed by Ofcom and the Trust, in accordance with section 30 of the BBC Agreement. It is likely that the methodology document will be updated periodically, as Ofcom's experience in undertaking MIAs grows.
