Ofcom Update: Ofcom publishes statement on ITV Networking Arrangements

Ofcom has today published a statement setting out its conclusions from the 2006 Review of ITV Networking Arrangements (NWA). This follows a public consultation on 28 November 2006.
 
The ITV NWA are a set of arrangements between ITV Network Ltd and the 15 regional Channel 3 licensees. They are designed to co-ordinate the provision of a national television service capable of competing effectively with other broadcasters in the UK.
 
Ofcom has a statutory duty under section 293 of the Communications Act 2003 to carry our a general review of the Networking Arrangements currently in force.
 
Today's statement recommends that the NWA should be updated to reflect both the agreement on new media rights reached between ITV Network Ltd and PACT (the independent producers’ trade association) and Ofcom's revised guidance for Public Service Broadcasters in drafting Codes of Practice for commissioning. Ofcom considers that no other changes to the NWA are necessary at this time.
 
For future NWA reviews, where proposed changes are not material, Ofcom will use an informal consultation process with key stakeholders. Where changes are considered material, Ofcom will continue to conduct formal consultations.
